Born in Bari on 28th July 1967. Married with two daughters.

Appeals lawyer of the Rome bar and lecturer in charge of Administrative Law at the Guglielmo Marconi University in Rome.

From a professional point of view, he worked for about 10 years with some leading national firms (Spinelli in Bari and Scoca in Roma) and then in 1998 set up a firm with Stefano Gattamelata.

As regards studies:

* he gained a law degree with the maximum possible marks at Bari University on 18th July 1990 (thesis in Administrative Law: “Excessive power as a result of a violation of the principle of administrative impartiality: constitutional and administrative aspects;
* specialisation with merit on the two-year course studying Constitutionally Autonomous Bodies at the same University on 14th November 1994 (thesis in Constitutional Law: “Federal state and fiscal federalism”);
* he carried out a research doctorate in Public Economic Law, ending with the award of the title research doctor (Bari Univerisity Chancellor’s Decree no. 3872 of 3rd May 2002);
* he won a competition announced by the Rome La Sapienza University Economics Faculty for the award of a research grant (on the subject “The recovery and liquidation of banking entities from a Community perspective”);
* he was part of a study group financed in 2005 by this same university for the drawing up of a work with the title “The prevention of the state of insolvency in the new legislation covering enterprises in difficulty: extrajudicial agreements for recovery and restructuring of debts” (coordinated by Prof. Alfonso Castiello d’Antonio);
* since the 2004-2005 academic year he has been entrusted – as an external lecturer – with the responsibility for teaching “Administrative Law” in the Economics Faculty at the Guglielmo Marconi University in Rome;
* he is a member of the editing committee of the Administrative Review of the Italian Republic.;
* he assists on two courses in the La Sapienza University Economics Faculty (Public Institutions and Economic Law), where he carries out training and seminars and is a member of examination and degree committees;
* he has taken part, as a speaker, in numerous conferences nationally and internationally;
* he has various other teaching appointments (I.N.A.I.L., L.U.I.S.S. Management School).
